Dmitry Medvedev submitted to the State Duma draft federal law On Amendments to Certain Legislative Acts of the Russian Federation Concerning Security at Facilities in the Fuel and Energy Industry.
The draft law proposes, in particular, to qualify as criminal offences the acts of breaching requirements for ensuring security and anti-terrorist protection at facilities of the fuel and energy industry which through negligence caused serious harm to people’s health, or serious damage, or death of one or more individuals. A respective amendment shall be made to the appropriate article of the Criminal Code of the Russian Federation.
The bill proposes charging the Federal Security Service with investigating such crimes.
The draft law provides for making amendments to the Russian Federation’s Land Code, Water Code, Town Planning Code, and the law On the State Real Estate Registry.
