Laws on security of fuel and energy complex facilities

Dmitry Medvedev signed Federal Law On Security of Fuel and Energy Complex Facilities and Federal Law On Amendments to Certain Legislative Acts of the Russian Federation with Regard to Security of Fuel and Energy Complex Facilities.

Federal Law On Security of Fuel and Energy Complex Facilities establishes the institutional and legal framework in the field of ensuring security of facilities (except nuclear facilities), defines the powers of state authorities, as well as the rights, duties and responsibilities of legal entities and individuals who own fuel and energy facilities. The law sets out basic concepts in the field of fuel and energy, and the principles of ensuring security of such facilities.

To facilitate the implementation of the federal law, Federal Law On Amendments to Certain Legislative Acts of the Russian Federation with Regard to Security of Fuel and Energy Complex Facilities has been adopted.

The law stipulates criminal liability for violations of safety and counter-terrorism security requirements for fuel and energy facilities and negligence leading to serious harm to human health, causing large-scale damage or death of one or more persons.

The law also envisages the introduction of administrative liability for violations of safety and counter-terrorism security requirements for fuel and energy facilities that do not contain elements of crime.

Relevant amendments have been introduced to the Russian Federation Land Code, the Water Code, the Town Planning Code and Federal Law On the State Real Estate Registry.
