The message reads, in part:

The hard work and talent of several generations of researchers, geologists, construction workers, drilling technicians and transportation workers laid the foundation of its powerful potential and ensured this country’s leading position on the world energy market.
Today the people working in the oil and gas industry are facing a number of far-reaching tasks. Among them is the diversification of exports, development of new promising fields, the creation of modern refining and transportation clusters, large-scale programmes to develop the Arctic shelf and the introduction of high-technology equipment and advanced environmental standards.
