Amendment to legislation on oil spill prevention and response

July 13, 2020

Vladimir Putin signed the Federal Law On Amending Article 46 of the Federal Law On Environmental Protection and Separate Legislative Acts of the Russian Federation.

The Federal Law regulates issues related to the prevention and removal of oil and petroleum product spills and is aimed at preventing emergencies like the spill of diesel fuel in Norilsk, Krasnoyarsk Territory.

The Federal Law stipulates environmental protection requirements for activities in geological research, exploration and extraction of raw hydrocarbons as well as during the refining, transportation, storage, and sale of raw hydrocarbons and hydrocarbon products.

According to the Federal Law, during such activities measures must be envisaged to prevent and respond to spills of oil and petroleum products or other harmful impact on the environment.

The Federal Law correspondingly amends the federal laws On Emergency Rescue Services and the Status of Rescuers, On the Continental Shelf of the Russian Federation, and On Domestic Sea Waters, Territorial Sea and the Coastal Zone of the Russian Federation.
