Instructions following meeting on strategic development of petrochemical industry

The President approved a list of instructions following the December 1, 2020 meeting on strategic development of the petrochemical industry.

Instructions to the Government of the Russian Federation concern, among other things, issues of producing low- and medium-tonnage chemicals and speeding up the implementation of projects for upgrading utilities infrastructure facilities by using innovative domestically produced materials which ensure energy efficiency.

Instructions to the Government on increasing the competitiveness of Russia’s petrochemicals include the use of recycled materials made from polymer wastes; developing national standards in the Russian Federation for products containing such recycled materials; increasing the amount of the National Welfare Fund money used by the Russian Direct Investment Fund to implement projects in the petrochemical industry; engaging foreign oil and petrochemical companies in the activities of the autonomous non-profit organisation Institute for Initiatives in Oil and Gas Technologies.

The instructions also include the updating of the plan for developing the petrochemical complex for the period up to 2025, in particular, with the aim of providing promising gas and petrochemical clusters, including in the Russian Arctic, with resources from oil, gas and gas condensate deposits, and supporting the development of the promising gas chemical Arctic cluster near Sabetta in the Yamal-Nenets Autonomous Area.

Instructions to the Government together with the Russian Emergencies Ministry and with the participation of gas and petrochemical companies concerned, refer to improving standards and legal regulation of the use of new technologies in construction, including information modelling technologies, aero monitoring using UAVs during engineering surveys, building and operating capital facility, as well as using augmented and virtual reality technology during building and installation, site supervision and commissioning works.

In order to support the project of constructing the Vostochny [Eastern] petrochemical complex, the Government, together with Rosneft and Gazprom companies, was instructed to consider the issue of state support for the Eastern Petrochemical Company by drafting a roadmap on the construction of an external infrastructure framework for the Vostochny petrochemical complex and also to consider the issue of providing it with natural gas from the resource portfolio of Gazprom PJSC (public joint-stock company).

In addition, public joint-stock companies Rosneft Oil Company, LUKOIL, NOVATEK, Surgutneftegas, RussNeft Oil Company, joint-stock companies Zarubezhneft and TAIF, and Irkutsk Oil Company were advised to consider joining the ANO Institute for Initiatives in Oil and Gas Technologies as co-founders or, to gain observer status, signing a memorandum of cooperation with that company to promote standardisation in the gas and oil sector.
