Dmitry Medvedev signed Federal Law On Amending the Federal Law on the Electrical Power Industry and the Russian Federation Code on Administrative Offences to Ensure a Steady and Reliable Supply of Electrical and Thermal Energy for Consumers.
The Federal Law gives the Government of the Russian Federation or its authorised federal executive agencies the power to establish measures to ensure the reliable operation of electrical power facilities during the heating season, as well as establish measures of administrative responsibility for violating fuel capacity quotas, procedures for the creation and use of fuel reserves by thermal power plants, and for non-compliance by electric power industry enterprises with rules and procedures regulating maintenance and repairs of corresponding electric energy facilities.
