Instructions following direct line with the President

Vladimir Putin signed a list of instructions following the direct line with the President on April 17, 2014.

Instructions to the Government regard preparing minors for military and other kinds of national service, including at general education cadet schools, and housing provision for people with disabilities. 

The Government and the Defence Ministry have been instructed to draft a development programme for the Black Sea Fleet.

The Government and the regional heads have been instructed to set acceptable correlations between the average wages of senior management and employees at state and municipal institutions and unitary enterprises. Other instructions to the Government and the regional heads concern wage payment systems for healthcare sector workers and construction of specialised sports boarding schools for children with disabilities.

Two instructions concern infrastructure development at Belgo village in Khabarovsk Territory, which was hit by floods last year and rebuilt in a new location. The instructions to the Government, the Khabarovsk Territory authorities, and Gazprom, concern building roads to the village and getting it connected to the gas network.

Instructions to the Government and the regional authorities in the Republic of Sakha (Yakutia), Primorye and Khabarovsk territories, Amur and Magadan regions and Jewish Autonomous Area concern measures to ensure that housing, production and social facilities, transport and energy infrastructure are not built in flood risk areas. 

The Government and the regional authorities in Jewish Autonomous Area have been instructed to analyse the plans for construction and repair of flood-protection installations around the village of Novoye and make adjustments if necessary.

Instructions to the Healthcare Ministry concern monitoring access to primary medical care, including in rural and remote areas.

Autonomous non-commercial organisation Agency for Strategic Initiatives to Promote New Projects has been instructed to draft projects for improving individual programmes for rehabilitation of people with hearing impairments.
