The President signed Executive Order On the Southern Federal District.

In order to increase the efficiency of federal government bodies, the President ruled:

1. To transform the Southern Federal District and the Crimean Federal District into the Southern Federal District.

2. To appoint Vladimir Ustinov Presidential Plenipotentiary Envoy to the Southern Federal District and release him from his current post.

The Government has been instructed:

a) to take the necessary measures to carry out the Executive Order;

b) to bring Government legislative acts in compliance with the Executive Order;

c) to submit proposals on bringing the Presidential legislative acts in compliance with the Executive Order.
