The President approved a list of instructions following a working trip to the Stavropol Territory on October 9.
The Government was instructed to draft a state programme for developing rural areas and to make sure that, beginning in 2019, subsidies from the federal budget in the amount of at least 8 billion rubles are allocated annually to agricultural equipment manufacturers during the next five years.
The instructions to the Government, in particular, include drafting, as part of the 2017–2025 Federal Scientific and Technical Programme for Agricultural Development, subprogrammes for developing the genetic potential of cattle, selecting and seed breeding of oilseeds and vegetable crops; lowering the cost of electricity for agricultural producers; and organising production of specialised equipment for horticulture, nurseries, viticulture and flax production in Russia.
In conjunction with the organisations concerned, the Government was instructed to ensure the simultaneous completion of transport infrastructure, including port facilities used in the transhipment of agro-industrial products and to develop plans for exporting such products.
Along with the regional executive authorities, the Government was instructed to take system-wide measures to draw veterinarians to rural areas in order to cope with personnel shortages.
Separate instructions were issued to the Ministry of Transport, the Ministry of Industry and Trade, the Ministry of Agriculture, the Federal Antimonopoly Service and the Krasnodar Territory Administration.
Senior regional officials were instructed to beef up regional veterinary services’ facilities and resources.
