Vladimir Putin signed Executive Order On Measures to Mitigate the Consequences of the Flood in the Irkutsk Region.
To render assistance in the flood area in the Irkutsk Region and to the affected communities, the President has ordered the following:
1. Consider the flood in the Irkutsk Region to be a federally declared emergency and establish a special level of response.
2. Use the Armed Forces of the Russian Federation and other military units for cleanup and assistance in the emergency caused by the flood in the Irkutsk Region.
The Government of the Russian Federation has been given several instructions. They concern, in particular, allocation of federal funding for major repairs of damaged housing, for building or purchasing new housing; for assisting agriculture producers; for repairing damaged roads and bridges; for preventing price increases for vital goods and services in the areas affected by the flood; and for urgent social financial assistance to those that are affected.
