From April 24 to September 1, 2019, Russia’s federal districts held meetings on methodological support and efforts to improve the work of regional pardons commissions.
The meetings took place under the auspices of presidential plenipotentiary envoys to the federal districts and the Presidential Directorate for Protection of Citizens’ Constitutional Rights and involved representatives of executive authorities of the Russian regions and territorial divisions of the Prosecutor-General’s Office, the Interior Ministry, the Federal Security Service, the Federal Bailiff Service and the Federal Penitentiary Service.
Participants in the meetings reviewed measures to organise cooperation between the federal bodies of state power and regional authorities while drafting documents to support clemency applications and focused on improving the quality of materials being submitted to the President. They discussed proposals aiming to streamline the current procedure for reviewing clemency and pardons applications in Russia.
