The President approved a list of instructions following a meeting with representatives of the public on developing Russia’s Far East held on September 6, 2019.
The instructions to the Presidential Executive Office concern creating a branch of the Senezh Governance Workshop educational centre in the Primorye Territory and holding a National Youth Patriotic Convention in the Sakhalin Region in 2020.
The Government was instructed to provide support to the National Student Rescue Corps public youth organisation and allocate funds to improve volunteer training for them to acquire proper expertise and skills in dealing with the consequences of natural disasters, environmental, man-made or other disasters and preventing accidents, as well as to purchase technical equipment and volunteer gear.
The instructions to the Government concern, in particular, the provision of subsidized airfare for children with disabilities living in the Far Eastern Federal District to travel to locations where they will receive treatment; facilitating the voluntary relocation of compatriots living abroad back to Russia; creating utilities and services infrastructure on plots of land allocated to large families and under the Far Eastern Hectare programme; legal regulation of alluvial mining by individual entrepreneurs; protecting nature conservation areas in the Far Eastern Federal District, including the Kedrovaya Pad Nature Reserve and the Land of the Leopard National Park against harm that may be caused during implementation of major industrial projects.
Instructions to the Government also concern state support for implementing educational programmes for studying modern programming languages designed for a wide range of users at education institutions in the Far Eastern Federal District, and additional measures to combat trafficking of narcotic drugs and psychotropic substances.
The Government, together with the Primorye Territory Administration, was instructed to submit proposals on improving regulations governing entrepreneurial activities in tourism and, together with the Kamchatka Territory Government and the Russian Geographical Society, to support the activities of the Volcanarium (museum of volcanoes in the Kamchatka Territory) with an eye towards expanding it.
The Ministry of Foreign Affairs, together with the Ministry of Culture, the Ministry of Finance and other interested parties, was instructed to submit proposals on restoring and renovating monuments to Russian history and culture, as well as former religious and memorial centres and mass graves of Russian soldiers and compatriots in the Asia-Pacific region, and, with participation of the Russian Orthodox Church, to submit proposals for renovating the historical appearance of the Christ the Saviour Temple and Monument and a war memorial to Russian soldiers who died in 1900–1905 in the city of Shenyang (China).
Instructions to the Interior Ministry and the State Anti-Drug Committee concern combating illicit trafficking in narcotic drugs, psychotropic substances and their precursors, including online activity.
The Ministry of Sport, together with the Ministry for the Development of the Russian Far East and the Arctic, was instructed to submit proposals on creating athletic grounds for extreme sports in the regions comprising the Far Eastern Federal District, as well as on building a sports complex in Vladivostok that is compliant with international standards for holding national and international competitions in extreme sports.
The Ministry of Education, the Ministry of Science and Higher Education and the Federal Agency for Ethnic Affairs, along with the Foundation for Preserving and Studying Mother Tongues of the Peoples of the Russian Federation, have been instructed to provide assistance in preserving and improving the Udege language and literature.
The Ministry of Culture was instructed to support the effort Great Cinema of a Great Country and the festival of television feature films The Morning of the Motherland.
Instructions to the Ministry of Transport together with the Primorye Territory Administration and other interested parties concern creating, on the basis of Admiral Nevelskoy Maritime State University, a “sailing school” for young people, including for studying the country's marine history, as well as building two sailing boats for this school.
