Vladimir Putin approved a list of instructions following a meeting on the socioeconomic development of the Far Eastern Federal District, held on September 2, 2021.
Instructions to the Government of the Russian Federation concern additional allocations from the federal budget in 2021 to subsidise air travel for eligible beneficiaries and residents of the Far Eastern Federal District (FEFD); the possibility of eliminating VAT for the maintenance and repair of seagoing, inland and fishing vessels; medical treatment for FEFD residents, including those who recovered from COVID-19, and developing the necessary infrastructure.
In addition, instructions to the Government concern sources of funding for public health medical organisations located in sparsely populated and remote or difficult-to-access areas of the FEFD; qualifying families with children residing in the FEFD to receive a lump sum social payment of one million rubles on the birth of a third or subsequent child, provided this payment is used to purchase or build housing in the FEFD.
The Government was also instructed, in cooperation with other government bodies of the FEFD regions, to address air travel, including special airfares, the annual growth in the Far East Airline Company’s passenger traffic to be achieved by increasing the number of flights on socially important and in-demand routes, and funding the delivery of at least 45 new aircraft of domestic make to the Far East Airline Company by 2025.
Separate instructions were issued to the Ministry of Transport and Finance Ministry.
