The President endorsed a list of instructions following the meeting of the State Council Presidium of the Russian Federation on April 4, 2023.
Instructions were given to the Government of the Russian Federation to improve the mechanisms of financial support for the development of industry. In part, the instructions concern issuing permits for making transactions leading to a change of control over Russian economic entities that are owned by foreign individuals from unfriendly states.
The instructions also apply to the use of funds received as voluntary payments to the federal budget during transactions on divesting industrial and commercial assets owned by foreign residents linked with unfriendly states. These funds must be channeled as a priority to support research and development with a view to developing priority industrial products; to support reverse engineering programmes and programmes on creating centres for engineering developments; for additional capitalisation of the Industry Development Fund and regional funds for industrial development to provide financial assistance to industrial businesses for implementing investment projects.
In addition, the instructions concern the implementation of comprehensive scientific and technical programmes and projects of the full innovation cycle; state support for investment projects aimed at manufacturing priority industrial products, proceeding from the need to provide at least 2 trillion rubles of investment in 2023 and no less than 10 trillion rubles up to 2030 for this purpose; and the state support required for accelerated development of the means of production, including machine-tools and equipment.
A number of instructions were given to the Government of the Russian Federation to boost industry’s human resource potential and encourage demand for domestic industrial products.
Some instructions were given to the Government along with the Bank of Russia and the Russian Export Centre.
Instructions for the Government and the Agency for Strategic Initiatives and the Rosatom State Corporation concern the organising and holding of a championship of professional skills for technicians at high-tech industries, including with the involvement of invited technicians from friendly states.
Instructions for the Ministry of Industry and Trade concern the need to increase the scale of production at major companies in the defence industry.
