Instructions following a meeting of the Council for Interethnic Relations

The President approved a list of instructions following the meeting of the Council for Interethnic Relations, held on May 19, 2023.

The Government of the Russian Federation and the Presidential Council for Interethnic Relations were instructed to update the State National Policy Strategy of the Russian Federation until 2025 by including the Donetsk People’s Republic, the Lugansk People’s Republic, the Zaporozhye and Kherson regions into the State National Policy of the Russian Federation and specifying targeted performance indicators for the main areas of focus under the State National Policy.

The Government was instructed to establish, in the DPR, the LPR, and the Zaporozhye and Kherson regions, regional segments of the state information monitoring system on interethnic and inter-faith relations and early conflict prevention; on professional development of federal and municipal public servants in the listed constituent entities; and on support for socially oriented non-profit organisations involved in the implementation of the State National Policy.

Other instructions to the Government concern funding the statutory activities of the Nationwide Public and State Organisation, the Assembly of Russia’s Peoples; the effectiveness of the state information monitoring system on interethnic and inter-faith relations and early conflict prevention; and establishing a centre of ethnic theatre and folk culture in Moscow.

The Government of the Russian Federation and executive bodies of the Russian regions where indigenous ethnicities reside were instructed to develop proposals on amending the List of Small Indigenous Ethnicities in line with the quantitative criteria set by the Federal Law On Guarantees of the Rights of Indigenous Small-Numbered Peoples of the Russian Federation of April 30, 1999, and to make amendments to the legislation, if necessary.

The Ministry of Science and Higher Education, the Ministry of Education and the Federal Agency for Youth Affairs were instructed to take additional measures to expand the work with young people in the Donetsk People’s Republic, the Lugansk People’s Republic, and the Zaporozhye and Kherson regions on harmonising interethnic relations and strengthening the common Russian civic identity, to carry out an information campaign among school and university students to clarify the reasons for and objectives of the special military operation.

The Ministry of Culture and the Ministry of Science and Higher Education were instructed to present proposals on founding a museum of Russian ethnicities in Moscow.

The Prosecutor General’s Office and the Federal Service for Supervision of Communications, Information Technology and Mass Media were instructed to take additional measures to prevent dissemination of information that discriminates or disparages based on ethnicity, in the mass media or information and telecommunications networks, including the internet, and to present proposals on improving law enforcement practices in this area.

Top-ranking officials in the Russian constituent entities were recommended to take additional measures to perpetuate the memory of special military operation veterans and to assist regional branches of the Assembly of Russia’s Peoples in their statutory activities.
