The instructions to the Government of the Russian Federation and the Agency for Strategic Initiatives to Promote New Projects (ASI), in particular, concern state funding for the production and distribution of animated films for children and young people; financial support for domestic developers of priority software products used in the film industry; support for manufacturers of children’s products that feature characters from Russian children's literature and animated films; and facilitating the creation of centres for watching audiovisual content in towns with populations below 50,000, inclusion of relevant audiovisual content in secondary general and vocational education, and creation of a digital distribution service for audiovisual content (including, inter alia, a content library, a copyright management system, a content delivery system and attendance records).

The Government of the Russian Federation and the ASI have been instructed to consider the possibility of exempting from value added tax audiovisual products created by Russian organisations using computer graphics for foreign entities.

The Government of the Russian Federation and the Government of Moscow have been instructed to consider the creation of a special economic zone for the film industry (the Moscow International Film Cluster) in Moscow and special measures to support its residents, including tax benefits, subsidies and grants.

The Government of the Russian Federation and the executive authorities of the Republic of Sakha (Yakutia) have been instructed to facilitate the construction of a full-cycle multifunctional film studio in Yakutsk and consider using the Far Eastern Concession mechanism for the project.

Further instructions to the Government of the Russian Federation and the ASI include compiling a list of creative industries and approving a methodology for assessing creative industries’ contribution to the Russian economy; considering the specifics of creative clusters and the conditions required for their functioning in order to ensure targeted government support; updating the Concept for the development of creative industries and government support for such industries in large and the largest conurbations until 2030; and supporting industrial design. The instructions also concern the possibility of granting subsidies from federal and regional budgets for the production of films and videos aimed at enhancing the appeal of Russia and its regions as tourist destinations; and building tourist facilities in areas known for popular local folk arts and crafts.

In addition, the instructions to the Government of the Russian Federation and the ASI concern the inclusion of videogames created in Russia and using Russian software in the unified register of Russian software and databases; holding an annual international e-sport tournament; and adding measures to promote creative industries’ growth to the Small and Medium-Sized Entrepreneurship and Support of Private Entrepreneurial Initiative national project.

The Government of the Russian Federation, the Russian Export Centre and the ASI have been instructed to submit proposals to promote domestic videogames and Russian software used in them on foreign markets, including BRICS.

The Ministry of Culture, the Ministry of Science and Higher Education and the Government of the Ivanovo Region were instructed to consider reorganising the Maxim Gorky Palekh Art School as a higher education institution in order to preserve folk arts and crafts, including the Palekh painting tradition.

Further instructions to the ASI as well as top officials in Russian regions have to do with working out a regional standard for the development of creative industries based on the best practices from the Russian regions, including the Republic of Sakha (Yakutia), to be extended to other regions, and with the implementation of regional measures to support creative industries in the Russian constituent entities.
