The President approved a list of instructions following a meeting with Government members held on November 8, 2023.
The Government of the Russian Federation was instructed to finalise the extrajudicial personal bankruptcy procedure in order to make it digital to the maximum extent and eliminate the need for submission of hardcopy documents and certificates.
Instructions for the Government concern allocation of funds for medical equipment for the Territorial Oncological Centre in Khabarovsk and the Dmitry Rogachev National Medical Research Centre of Paediatric Haematology, Oncology and Immunology; organising production of specialised medical nutrition products and their components on Russian territory; increasing federal budget allocations for the development of innovative healthcare products, and monitoring the drawing of cultural heritage sites into economic circulation.
The Government was also instructed to review issues concerning oncological screening of patients and coordination by the Healthcare Ministry of areas and themes of fundamental and applied R&D in healthcare using the funds of the Russian Federation budget system.
In addition, the Government, with the participation of the executive bodies of the Donetsk People’s Republic, Lugansk People’s Republic and the Zaporozhye and Kherson regions, was instructed to ensure the routing of patients with oncological diseases or suspected of having them, living in these regions of the Russian Federation, to the relevant medical institutions in other regions of the Russian Federation, as well as to the clinics run by the federal executive authorities.
Instructions to the Government of the Russian Federation, in cooperation with the Bank of Russia, concern, in part, the introduction of a uniform, mandatory procedure for pretrial settlements between creditors and individuals in connection with loan debts and determining a mechanism for protecting the rights of individuals and granting them guarantees for buying goods (works, services or intellectual property) with payment in instalments.
Instructions to the Government of the Russian Federation, together with the State Council Commission on Tourism, Physical Fitness and Sport and the Russian Popular Front, concern the drafting of a list of physical fitness and sports organisations and individual entrepreneurs engaged in physical fitness and sport, and improvement of the mechanism for receiving an income tax deduction for health and fitness services.
