The conversation took place the day before, during the President’s visit to the Kursk Region.
Acting Governor of the Kursk Region Alexander Khinshtein: If I may, I would like to raise several issues that, in my view, hold tremendous significance for the residents of the region and which people have repeatedly brought to my attention.
You adopted an unprecedented decision to provide monthly payments of 65,000 rubles to those who lost their property and to those currently facing severe hardship. Pursuant to your Executive Order, people began receiving this support starting in February of this year.
During your meeting with the Government, you stated that these payments would continue until the complete liberation of the Kursk Region from the enemy. By the grace of God, this historic moment – without exaggeration – arrived on April 26. However, I would respectfully ask you, Mr President, to consider extending these payments at least until the residents can safely return to their homes.
I would like to report that demining operations are now actively underway across the territory, with units from the Armed Forces, the Emergencies Ministry, and the Bars-Kursk volunteer brigade deployed. Dozens of explosive ordnance items are neutralised daily. Nevertheless, we cannot yet guarantee the safety of residents’ return to their homes.
I therefore request that this support measure of 65,000 rubles be maintained at least through the current period.
Vladimir Putin: I agree. This must continue until people can return home. We will also reinforce the demining units across all agencies involved in this work to accelerate residents’ safe return to their homes. Agreed.
Alexander Khinshtein: Thank you. I can confirm that this support is truly vital for our people. Let me reiterate – this measure is unprecedented and unparalleled. Though, regrettably, so are the events unfolding on our soil.
Vladimir Putin: Very well, Mr Khinshtein. What else?
Alexander Khinshtein: Another matter, Mr President.
Today, those whose homes were damaged by the AFU shelling and terrorist acts receive funds for repairs, provided the houses can be restored. However, unfortunately, there is a category of homes that were not directly damaged by AFU strikes but were abandoned by their owners during evacuation. Over the winter, these houses became uninhabitable – they froze, suffered further deterioration, and in some cases were vandalised, making them impossible to live in.
I would like to request that, just as with homes damaged due to the criminal actions of the AFU, we could also use federal budget resources to provide financial support for the repair of uninhabitable properties. The current compensation rate stands at 9,000 rubles per square metre.
Vladimir Putin: This should be done. I endorse the proposal, as residents bear no responsibility for their homes’ deterioration and unquestionably deserve support. Agreed.
Alexander Khinshtein: Thank you, Mr President.
And a third matter. The events that transpired in the Kursk Region hold profound historical significance. Preserving the memory of these events – the heroism of our defenders and residents – is imperative. I seek your support in establishing a federal museum dedicated to the 2024–2025 Kursk Region events, in collaboration with the Russian Military Historical Society and the Russian Historical Society. I propose locating the main museum in Kursk, with a branch in Sudzha.
Vladimir Putin: We will implement this. An excellent proposal.
