Instructions following the meeting with heads of municipalities as part of the second All-Russian Municipal Forum, Small Homeland – the Strength of Russia

The President approved a list of instructions following the meeting with heads of municipalities during the second All-Russian Municipal Forum, Small Homeland – the Strength of Russia, on April 21, 2025.

The Government of the Russian Federation is instructed to ensure the provision of support measures to citizens affected by federal-level emergencies in the territories of the Belgorod and Kursk regions, addressing each instance of disruption to their living conditions and loss of essential property. Additional state insurance guarantees are to be provided to employees of specialised state unitary enterprises, established to strengthen public order and security, who were affected during the special military operation and counter-terrorist operations on Russian territory, as a result of shelling by Ukrainian armed formations and terrorist attacks.

Furthermore, instructions to the Government include co-financing from the federal budget for the construction, modernisation, and major repairs of children’s sports schools and extracurricular education institutions under the purview of education authorities, as part of the Development of Physical Culture and Sport and Development of Education state programmes; creating mechanisms to facilitate business community participation in developing municipal infrastructure; supporting organisations implementing secondary vocational education programmes in agriculture and agricultural sciences to improve specialist training; and ensuring attractive investment conditions in municipal territories to raise private funding for integrated development projects, including the establishment of new settlements.

The Government of the Russian Federation, in coordination with the executive authorities of the Donetsk People’s Republic, the Lugansk People’s Republic, the Zaporozhye and Kherson regions, is instructed to allocate land plots to citizens for personal use (including individual housing construction, private farming, gardening, vegetable cultivation, and building private garages).

The Government of the Russian Federation, together with regional executive bodies, is tasked with creating conditions for participants in the special military operation to enter municipal service and receive support measures, including access to education and employment, utilising the federal state information system Unified Portal of State and Municipal Services (Functions).

The Government of the Russian Federation, in collaboration with the Presidential Executive Office, is instructed to develop unified guidelines for commemorating defenders of the Fatherland, including fallen (deceased) participants of the special military operation.

Senior officials of the Russian Federation’s constituent entities have been given recommendations, including those related to commemorating defenders of the Fatherland, creating conditions for personal and professional growth, facilitating employment and self-realisation for participants of the special military operation, and organising training, retraining, and professional development for those wishing to enter state civil service or municipal service. Recommendations also include supporting local producers and promoting their goods through digital trading platforms.

The Government of the Russian Federation, jointly with DOM.RF Joint Stock Company, is instructed to amend legislation so as to designate the company as an agent of the Russian Federation’s constituent entities and municipalities regarding cultural heritage sites (historical and cultural monuments) of the peoples of the Russian Federation and their associated land plots that are in unsatisfactory condition.
