Presidential Commissioner for Children’s Rights Maria Lvova-Belova made a working trip to the Tver Region following the nationwide inspection of the system for the prevention of social orphanhood. The Commissioner took part in the meeting of a council on the placement of children in state institutions established based on the nationwide inspection’s recommendations.
The Tver Region is taking part in the Vyzov (Challenge) special project aimed at providing timely support to families facing crisis situations and reducing the number of orphans and children in state social institutions.
The council meeting on the placement of children in state institutions focused on the story of a mother of a large family, whose two younger children were placed in a state institution in April. The woman has undergone treatment and is following recommendations for overcoming an addiction and has achieved sustainable remission. It has been decided to return the children to their mother and to provide support to that family.
Maria Lvova-Belova noted that the Tver Region has the necessary conditions and resources for improving the system of family assistance and reducing the number of children in state institutions, therefore fulfilling the task set by the President. In addition to the regional council, the region has 40 municipal expert groups on the placement of children in state institutions, a regional Children in the Family parent support service, and 28 territorial services that provide prompt assistance to families in a crisis situation.
An NGO operator has been assigned for the Tver Region to provide timely and appropriate family support. Over 50 families have received targeted support within six months. Maria Lvova-Belova also pointed out that the situation in the region remained complicated and needs to be improved, considering that many children live in state social institutions.
During her trip, the Commissioner visited the Teremok Orphanage and the Kasharovsky residential care institution for children, where she reviewed children’s cases, held a personal reception of citizens, and visited the Khleb bakery, which offers employment to underage citizens every year.
Maria Lvova-Belova also inspected the Home for Mother, an Orthodox centre of comprehensive assistance for pregnant women and mothers with children in a crisis state.
