Instructions to verify safety of a bridge across the Volga River and efficiency of public spending during its construction

Dmitry Medvedev issued instructions to the Government Cabinet, the Accounts Chamber and the government of the Volgograd Region, following an investigation conducted by the General Prosecutor's Office and the Presidential Control Directorate which revealed shortages in performance of the federal executive authorities and the government of the Volgograd Region in overseeing engineering, construction and operation of a new bridge across the Volga River.

The Russian leader instructed the Government to draft norms and regulations for modelling and aerodynamic testing of bridges and to compile a full list of bridges in the country for their subsequent inspection.

The Accounts Chamber was instructed to investigate the thriftiness in public spending during the bridge construction.

In order to exclude the risk of the bridge collapsing or disintegrating, the Volgograd Region government was directed to organise an exhaustive examination of all components of the bridge, including its underwater sections, to determine whether it is possible and safe to continue using it. Until the examination findings become available, the regional authorities are to ensure traffic safety on the bridge.

The bridge across the Volga River, opened for traffic in October 2009, began shaking violently when hit by strong winds and river waves on May 20, 2010.

Dmitry Medvedev had instructed the Presidential Control Directorate and the General Prosecutor's Office to investigate the design and construction of the bridge in Volgograd on May 21.
