Dmitry Medvedev held a videoconference meeting on the reconstruction of housing and social infrastructure in regions affected by forest fires. The meeting also addressed social support for people.
In accordance with the presidential instructions, the Prosecutor General’s Office and the Accounts Chamber will examine expenditures toward these aims
During the course of the meeting on the work results, accounts were given by Emergency Situations Minister Sergei Shoigu, Regional Development Minister Viktor Basargin, Prosecutor General Yury Chaika, and heads of regions and municipalities that suffered as a result of the abnormal heat and fires this summer. There was also a review of the top-priority steps that should be taken based on the last summer’s lessons. The President stressed that the 2010 forest fires brought to light a set of acute problems, including shortcomings in the legislation on forest protection (at the end of August, the Government was instructed to take inventory of the regulatory framework in this area).
Another legislative aspect concerns the insurance system. It is imperative to create modern and effective mechanisms of compensation for damages in the event of abnormal weather conditions. This year, the government allocated significant resources to victims, and the corresponding decisions were necessary and must be fully carried out. However, in similar situations in the future, a well-running insurance system must be in place.
The President emphasised that fire prevention requires particular attention, as do forest management practices, forest regeneration, and the technical equipment of corresponding fire-fighting services.
Dmitry Medvedev once again expressed gratitude to all the citizens, public organisations, and business community who are actively helping to rebuild life in affected areas.
