Vladimir Putin approved a list of instructions for implementing the Presidential Address to the Federal Assembly of December 1, 2016.
The Government shall ensure needed legal amendments to take into account residents’ opinions when drafting and implementing urban development plans; extend until 2023 the timeframe for applying reduced rates for contributions to the insurance system for Russian organisations in the information technology sector; give the regions greater powers to decide on the use of subsidies allocated through state programmes for developing agriculture and regulating markets for agricultural goods, raw materials and produce for 2013–2020; define the legal status of self-employed people; establish mechanisms to regulate and support the activity of non-commercial organisations with a social focus.
The Government, together with the Chamber of Commerce and Industry and the leading public business associations, shall draft a Government comprehensive action plan for 2017–2025, which will include measures to ensure that Russia’s economic growth will be ahead of global growth rates by 2019–2020 at the latest. These measures shall include steps in the following areas:
improving the business climate;
improving results of investment projects;
increasing non-commodities exports;
developing small and medium-sized business;
increasing effectiveness of state support for various economic sectors.
Instructions to the Government also concern, in particular, financial provisions for providing high-tech medical assistance; priority projects to preserve and protect pollution of the Baikal nature area, Lake Baikal, the Volga River, and Lake Teletskoye; increasing the share of high-tech civilian and dual-purpose goods produced by the defence industry to at least 17 percent by 2020, at least 30 percent by 2025, and at least 50 percent by 2050; and making the budget system more effective in order to guarantee fulfilment of commitments regardless of external circumstances, including oil price fluctuations.
The Government and the Presidential Executive Office shall draft and approve a programme, Digital Economy, which includes measures to establish the legal, technical, organisational and financial conditions for developing the digital economy in Russia and integrating it into the digital economic space formed by the Eurasian Economic Union’s member countries.
The Government, together with the regional authorities, shall draft and approve a timetable and action plan for connecting hospitals and medical centres to rapid broadband internet in 2017–2018, including the practice of providing consultation services for people with prominent medical specialists via telemedicine technology.
The Government, together with the regional authorities, shall establish a network of centres for identifying and supporting gifted children, taking into account the experience of the Talent and Success Foundation.
The Government, together with the regional authorities, Chamber of Commerce and Industry and the leading public business associations, shall present proposals on optimising tax breaks and incentives and on key parameters for the tax system for 2019 and beyond.
Instructions to the Prosecutor General’s Office, together with the Presidential Executive Office, Presidential Commissioner for Entrepreneurs’ Rights, Chamber of Commerce and Industry and the relevant federal executive agencies, shall expand the possibilities of specialised internet site designed to give legal entities and individual entrepreneurs access to information contained in the unified register of checks and inspections and improve procedures for keeping this register.
The Civic Chamber, together with the Agency for Strategic Initiatives and relevant federal executive agencies, shall draft and present to the Government measures to develop the volunteer movement, including measures to improve Russian legislation in this area.
The Central Bank, together with the Government, shall act to stimulate economic growth by drafting proposals on financial market development, taking into account international practice and providing for a differentiated approach to banking regulation and establishing conditions for attracting financial resources in the hands of non-credit financial institutions into the real sector of the economy.
Instructions were also given to the plenipotentiary presidential envoys to the federal districts and the Russian Science Foundation.
Joint stock company Federal Corporation for Developing Small and Medium Business, together with the Agriculture Ministry and the regional authorities, and with the participation of Rosselkhozbank and Rosagroleasing, shall take additional measures to stimulate development of agricultural cooperatives.
