Instructions to the Government of the Russian Federation concern, in particular, an increase in investment spending on government programmes that are aimed at taking measures in the regions of the Far Eastern Federal District (FEFD) to adjust electricity rates for FEFD consumers to the national average, and the long-term regulation of electricity, natural gas and water rates for the new projects that are being carried out in the FEFD.

Instructions also concern the upgrading and expansion of the main infrastructure as part of improvements to the BAM and Trans-Siberian railways, measures to encourage the inflow of people for permanent residence in the FEFD, and support for the birth rate in the regions comprising the FEFD.

The Presidential Executive Office was instructed to ensure the discussion of the relevant issues at the State Council Presidium meeting on measures to implement strategic objectives set out in the Presidential Executive Order of May 7, 2018 with a view to promoting the priority socioeconomic development of Russia’s Far East.
