Instructions following a meeting with participants in the nationwide campaign #WeAreTogether

The President approved a list of instructions following a meeting with participants in the nationwide campaign #WeAreTogether, held on April 30, 2020.

Instructions to the Government of the Russian Federation in the context of restrictive measures in connection with the spread of the novel coronavirus infection (COVID-19) concern measures of support for socially-oriented NGOs which since 2017 have been recipients of Presidential grants, subsidies and grants under programmes administered by federal, regional and municipal executive bodies, providers of socially useful and social services.

The instructions also concern similar measures of support for other socially-oriented non-profit organisations, taking into account the scope of their activities, and also measures of support for personnel of residential social services facilities, staff of government and non-government organisations, which have taken for assisted living persons with disabilities and elderly citizens from regular social services facilities, volunteers and other citizens who have taken to their homes for temporary living (including for temporary foster care) people with disabilities and elderly citizens, orphaned children from residential social service facilities.

The Government was also instructed to consider the issue of including the activities connected with manufacturing of rehabilitation products in the list of industries most affected by the spread of the novel coronavirus infection, and to implement additional measures of support for manufacturers of such products.

The Government, with the participation of the Volunteer Centre Association and the business community, was instructed to submit proposals on extra support for volunteers who are actively engaged in countering the spread of the novel coronavirus infection (COVID-19) and in overcoming the negative social fallout of its spread.

A number of corresponding instructions were given to heads of regional and municipal executive authorities.
