Instructions following meeting with Civic Chamber members

The President approved a list of instructions following a meeting with Civic Chamber members held on June 25, 2020.

The Government, in conjunction with the Civic Chamber, was instructed to submit proposals on covering expenses related to the provision of medical assistance (including internationally) to children affected by life-threatening and chronic progressing orphan diseases from budget revenues in the Russian Federation budget system in connection with a higher individual income tax rate introduced for taxpayers whose annual income exceeds 5 million rubles.

In addition, instructions for the Government and the Civic Chamber concern maintaining a single register of socially oriented and other non-profit organisations that are eligible for additional state support, as well as improving the standards of integrated residential development and co-financing the construction of social and sports infrastructure facilities when implementing such development.

Among other things, instructions to the Government concern an analysis of the status and improvement of the professional training system for specialists employed in the physical fitness and sport industry; the holding of an all-Russian interdisciplinary Olympiad for schoolchildren building on the experience of Olympiads and contests aimed at developing in children abilities and interest in engineering, project design and invention activities; developing measures aimed at improving the accuracy of determining the location of a subscribers’ equipment in the mobile radio-electronic communication network in order to carry out search and rescue operations in the wild.

The Government, in conjunction with the Civic Chamber and with the assistance of the Russian Historical Society, was instructed to ensure the holding of annual summer and winter international historical schools for young researchers and teachers, as well as the implementation of cultural and educational projects aimed at preserving historical memory and countering falsification of history.

The Civic Chamber, with the involvement of stakeholder organisations, was recommended to submit proposals for forming independent rankings of Russian and foreign higher education institutions in art and culture.

Recommendations for the Civic Chamber and regional civic chambers include the holding of public hearings on draft federal and regional laws and draft laws; prompt consideration of complaints filed by individuals or organisations and carrying out measures following a review in order to resolve social conflicts; and supporting civic initiatives aimed at improving the quality of life.
