The Russian Government, along with federal executive authorities, the Association of Volunteer Centres and socially oriented non-profit organisations, has been instructed to establish a competence centre on responsible treatment of animals (including domestic animals) in order to protect them. Its tasks will include summarising and disseminating best practices in this area, drafting proposals for improving the Russian legislation and law enforcement practice in this area, as well as ensuring the activities of the abovementioned centre.

The Russian Government, together with the Presidential Executive Office and the Association of Volunteer Centres, have been instructed to support the establishment of an international association of volunteer and other non-profit organisations and support its activities in order to promote international humanitarian cooperation between public associations and non-profit organisations of the member states of the Commonwealth of Independent States and other friendly countries.

The Russian Government and regional executive authorities have been instructed to ensure the possibility of providing socially oriented non-profit organisations with land plots in state or municipal possession to build or renovate buildings and structures in which animal shelters are located, as well as develop additional support measures for the creation and operation of such shelters.

In addition, the Russian Government, along with with regional executive authorities, has been instructed to consider priority admission of children, who are evacuated from zones where a special military operation or a counter-terrorist operation is caried out, to general education establishments that run secondary education programmes integrated with extracurricular general development programmes aimed at preparing minors for military or other public service, including public service in the ranks of the Russian Cossackdom.
