Vladimir Putin approved a list of instructions following the meeting on socioeconomic development of the Republic of Crimea and the city of federal importance Sevastopol, held on January 14, 2025.
The Government of the Russian Federation has been instructed to submit proposals on determining additional funding sources to implement a mechanism of soft loans for participants in the free economic zone on the territories of the Republic of Crimea and Sevastopol.
The Government of the Russian Federation has also been instructed to extend the deadline for implementing the state programme of the Russian Federation, The Socioeconomic Development of the Republic of Crimea and Sevastopol, until 2030. It shall annually allocate federal funding totalling at least 110 billion rubles for its implementation.
The Government of the Russian Federation and Russian Railways shall discuss the issue of expanding passenger and freight railway traffic between the Crimean Peninsula and Central Russia via the territory of the new regions of the Russian Federation, while heeding the planned development of port infrastructure.
Instructions to the Government of the Russian Federation, as well as executive agencies in the Republic of Crimea and Sevastopol, concern the involvement of the Republic of Crimea and Sevastopol in national projects; support of housing construction projects including construction of private homes, in these regions; monitoring of the implementation of the state programme, The Socioeconomic Development of the Republic of Crimea and Sevastopol; drafting a programme for restoring coast protection structures and facilities on the territories of the Republic of Crimea and Sevastopol and ensuring funding for the programme. Additionally, there are plans to expand motorways for accessing the Black Sea and Sea of Azov coasts and to build a ring motorway around the Sea of Azov.
