Meeting with Sevastopol Governor Mikhail Razvozhayev

Vladimir Putin held a working meeting with Governor of the city of federal importance Sevastopol Mikhail Razvozhayev.

In the beginning, Vladimir Putin noted that industrial output and construction in the region were growing intensively. In 2024, industrial production increased by more than 18 percent, while the country’s average grew by more than four percent.

Mikhail Razvozhayev confirmed that dynamics were positive in recent years. Despite all economic restrictions, 8.6 billion rubles of revenues were received in the first quarter of 2025, which is 136 percent more than over the same period in 2024. The increase was achieved by putting tax collection and property in order. Corporate profits and personal incomes are growing. Other indicators are also stable.

The Governor recalled that the President had set the task of attracting 200 billion rubles in private investments in 2022–2025, which was fulfilled last year. This year, it is expected to attract another 55 billion rubles in extrabudgetary investments.

Mikhail Razvozhayev provided a detailed overview of a key regional development priority: the wine industry. Thanks to the federal centre’s support, 738 million rubles will be allocated this year through the Ministry of Agriculture for the planting of new vineyards.

There are already 43 participants in the Terroir, a project uniting all winemakers. A large-scale modernisation is underway at the Inkerman factory and its oldest deep underground stone-workings near the Inkerman Monastery, which will host a wine tourism centre with 4.2 billion in investments attracted. Zolotaya Balka is developing, too, with almost four billion invested; a new factory was built. Also, a private investor came on board, who has built a new winery and planted vineyards, investing 4.5 billion rubles. A Grape Express train was launched for tourists, with several stops and tastings held both aboard the train and at wineries.

Mikhail Razvozhayev also spoke about the development of a social cluster in Kazachya Bay, where the 810th Marine Brigade is stationed. The area now has a new school, kindergarten, outpatient clinic, and the Kazachya Bay Cultural Centre.

The Governor also raised the problem of the Historical Boulevard – an entire complex of monuments to the 1854–1855 Crimean War. Restoration began in line with the President’s instruction. The Ministry of Culture has already restored nearly all monuments, including key cultural heritage sites such as the panorama, Franz Roubaud’s iconic painting The Defence of Sevastopol. However, landscaping and additional improvements are still required. As per the President’s instruction, a total of 1.47 billion rubles has been budgeted for in the state programme for 2026–2027. It is not a municipal but a federal level monument, but city residents are looking forward to its completion, because it is a landmark project for Sevastopol. Preliminary figures indicate, according to the Governor, that given current prices, an additional 1.8 billion rubles is needed to complete the project. The Governor asked for redistribution of funds within the existing limits and noted that the proposal has been coordinated with Deputy Prime Minister Marat Khusnullin and Minister of Construction and Housing and Utilities Irek Fayzullin. The President agreed to issue the relevant instruction.

In response to the President’s question about the development of the cultural cluster, Mikhail Razvozhayev reported that one facility – a museum – is scheduled for completion by this autumn. The construction of the theatre is scheduled for completion next year. Surrounding area improvement is already underway, with the first phase set to be completed in time for the full opening of all facilities.
