Instructions following State Council Presidium meeting on developing Russia’s internal waterways

Vladimir Putin approved a list of instructions following a State Council Presidium meeting on developing Russia’s internal waterways held on August 15, 2016.

Instructions to the Government concern, in particular, measures to eliminate the causes of restrictions in sections of the unified deep-water inland waterways network in European Russia. This will require a revision of budget funding for a project to build low-pressure hydro installations on the Volga and Don rivers. Other measures concern maintenance of internal waterways and navigational hydraulic structures from 2018 through additional budget funding, possibilities for increasing the cost of rail and road freight transport during navigation season in locations where the waterways offer an effective freight transport option, and ensuring long-term state support for building locally-made ships for civilian sector needs in Russia.

The Government has also been instructed to draft proposals on extending the United Shipbuilding Corporation’s programme for leasing civilian vessels, taking into account the analysis of the programme’s effectiveness, and on simplifying visa rules for foreign citizens travelling on river cruise ships.

Further instructions to the Government concern establishing the Russian Transport University to train human resources and provide research support for the transport sector, expanding use of electronic navigation maps for internal waterways and equipping river and mixed river-sea vessels with GLONASS-based satellite navigation systems.

The Government was also instructed to work together with regional executive authorities and the Moscow City Government, as well as the Government Commission for Nature Use and Environmental Protection.
