Vladimir Putin approved a list of instructions based on the verification of compliance with legislation and presidential decisions aimed at drastically reducing the level of air pollution in large industrial centres.
To ensure respect for people’s right to a favourable environment and reliable information about the state of the environment, the Government of the Russian Federation has been instructed to ensure that urgent measures are taken to complete the preparation of the necessary regulatory legal acts with regard to atmospheric air protection, and to complete the development of a quota system for pollutant emissions by March 1, 2021.
The instructions include, in particular, the compilation and updating of lists of atmospheric pollutants, with the involvement of the scientific community; standardisation of requirements for emission levels and automatic measuring equipment, as well as encouraging the installation of such equipment, mainly produced domestically; determination of the legal status of an integrated information system for monitoring the environment and the system’s phased introduction into operation.
The Prosecutor General's Office of the Russian Federation has been instructed to check the implementation by federal and regional executive authorities and various organisations of the requirements of Russia’s legislation concerning air protection and ensuring the sanitary and epidemiological well-being of the population.
