Vladimir Putin signed Federal Law On Conducting an Experiment to Limit Greenhouse Gas Emissions in Certain Regions of the Russian Federation.
The Federal Law is intended to achieve carbon neutrality in certain regions of the Russian Federation, which means a balance between anthropogenic greenhouse emissions and their absorption when the mass of anthropogenic greenhouse emissions does not exceed their absorption over a 12-month period.
The experiment aims to motivate companies to introduce technologies for reducing greenhouse gas emissions and increasing their absorption, as well as to create an independent verification system and a system for circulation of carbon units and quota fulfilment units.
