Instructions following meeting with Government members

The President approved a list of instructions following a meeting with Government members, held on January 23, 2025.

The Government of the Russian Federation, in conjunction with the Prosecutor General’s Office, has been instructed to analyse regulatory legal acts and technical documentation governing freight traffic on sea-going and river-going vessels, the storage and transshipment of crude oil and petroleum products aboard them, and of the prevention and elimination of oil and petroleum spills during this process (storage and transhipment). After completing this survey, they should submit proposals on improving the relevant regulatory legal acts and technical documentation.

The Government of the Russian Federation, in cooperation with the Prosecutor General’s Office, has been instructed to monitor economic players’ compliance with legislation aimed at preventing and eliminating environmental pollution caused by crude oil and petroleum products dumped by vessels, as well as to closely monitor the technical condition of vessels in the tanker fleet, as well as the transportation, storage and transhipment of crude oil and petroleum products by sea-going and river-going vessels.

The Government of the Russian Federation, in cooperation with the Russian Academy of Sciences, has been tasked with ensuring the use of Russian equipment, technologies, scientific research and experimental developments to mitigate the consequences of the emergency caused by the oil spill following the tanker accident in the Kerch Strait on December 15, 2024. The instructions also cover measures for the prevention and response to crude oil and petroleum product spills in Russia, including on the high seas, and mobilising additional resources for these efforts.

The Presidential Control Directorate, in cooperation with the Prosecutor General’s Office, shall monitor the implementation of the President’s instructions to assist persons impacted by the emergency situation in 2024 caused by spring floods in the Orenburg Region, including the provision of housing for these persons.
