To implement the Paris Agreement of December 12, 2015, the President instructed the Government of the Russian Federation to ensure the reduction of greenhouse gas emissions to 65–67 percent of 1990 levels by 2035. This target takes into account the maximum possible absorption capacity of forests and other ecosystems and is contingent upon ensuring Russia’s sustainable and balanced socioeconomic development while maintaining non-discriminatory access to the equipment and technologies necessary to reduce (or prevent) greenhouse gas emissions and enhance their absorption.
