The President approved a list of instructions on protecting waterfowl and wetlands serving as their stopover sites and forming their habitat.
The President instructed the Government of the Russian Federation to work with the Foreign Ministry of Russia to ensure international cooperation on matters dealing with protecting migrant waterfowl entering the territory of Russia by facilitating data sharing and signing or updating respective bilateral agreements.
In addition to this, the Government of the Russian Federation received instructions to amend laws governing the protection of wetlands which serve as stopover sites and habitat for the waterfowl.
The President also instructed the Government to create a system for tracking and counting these birds, including their varieties and populations, places where they rest and live, while also establishing an inventory of wetlands and specifying their protection status in Russia.
The Foreign Ministry of Russia received instructions to inform the party states to the Convention on Wetlands of International Importance Especially as Waterfowl Habitat of February 2, 1971, about the reasons of its denunciation by the Russian Federation, as well as on ensuring that its objectives are fulfilled in Russia as per the national law.
