Amendments to legislation defining the status of volunteer units assisting Russian Armed Forces in performing assigned missions

November 4, 2022

Vladimir Putin signed Federal Law On Amendments to Certain Legislative Acts of the Russian Federation.

The Federal Law introduces amendments to the Federal Law On Defence that grant the President of the Russian Federation the power to make decisions on the participation of the Russian Armed Forces, other troops, military units and agencies in military exercises, competitions (contests, tournaments and games) and parades held together with the armed forces of foreign states with the use of weapons, military equipment, munitions and other military property.

In addition, amendments have been made to the Federal Law On Defence, defining the status of volunteer units that assist the Russian Armed Forces in performing the missions they have been assigned. Such units are to be created by the Defence Ministry, at the instruction of the President, and shall consist of Russian citizens who voluntarily join these units by signing a contract.

In accordance with the Federal Law, the process of providing volunteer units with arms, military equipment and supplies, as well as the procedure for paying military allowances and making other payments, as well as providing food, gear and other supplies and medical assistance shall be regulated by the Russian Defence Ministry.

The Federal Law also regulates issues related to the provision of pensions to citizens who are members of volunteer units, and various payments to them.
