The President approved a list of instructions following the November 25, 2022, meeting with mothers of military personnel participating in the special military operation.
The President instructed the Government of the Russian Federation, together with the senior government officials of the constituent entities of the Russian Federation, to take measures for issuing documents required for obtaining statutory entitlements, preferences, social guarantees and compensation as a one-stop-shop service to people who took part in the special military operation, including those who sustained injuries (wounds, injuries, blast injuries) while performing missions as part of the special military operation, as well as to families of those who lost their lives (died) while performing missions as part of the special military operation.
The Government of the Russian Federation, together with the Russian Federation State Council Commission on State and Municipal Administration, were instructed to draft proposals on amending federal and regional laws of the Russian Federation for introducing a single system of entitlements, preferences, social guarantees and compensation for persons who fought for the Donetsk People’s Republic and the Lugansk People’s Republic since 2014 and until their accession to the Russian Federation.
The President instructed the Government of the Russian Federation, together with the Presidential Commissioner for Children’s Rights and senior government officials of the Donetsk People’s Republic, Lugansk People’s Republic, Zaporozhye and Kherson regions to take additional measures for identifying abandoned minors residing in these regions of the Russian Federation and taking prompt action to offer them state social support as per the laws of the Russian Federation.
The President instructed the Government of the Russian Federation, together with the Committee of the Families of the Warriors of the Fatherland, to draft a comprehensive programme for offering professional retraining and facilitating employment, rehabilitation and counselling for persons who took part in the special military operation, counselling services for their families, as well as to provide for the implementation of these initiatives.
The Presidential Executive Office, together with the ministries of defence, labour and social protection, healthcare, culture, education, science and higher education, and the senior government officials of the constituent entities of the Russian Federation, were instructed to ensure interaction with the Committee of the Families of the Warriors of the Fatherland and the Russian Popular Front and to facilitate their efforts to support families of persons participating in the special military operation, and to support people who took part in the special military operation and families of those of them who lost their lives (died) while performing missions related to the special military operation.
The President instructed the Defence Ministry to draft a report on efforts to supply the military units and detachments of the Russian Federation Armed Forces participating in the special military operation with weapons, military and specialised vehicles, assets, and resources, including uniforms and gear, mobile reconnaissance equipment, body armour and camouflage, as well as measures by the Defence Ministry of Russia to improve its work in this regard.
The Defence Ministry, together with the Committee of the Families of the Warriors of the Fatherland, were instructed to assist Russian documentary makers in producing documentaries on participants in the special military operation who demonstrated courage, valour and heroism.
Instructions issued to the Ministry of Culture deal with screening documentaries in chain movie theatres on topics related to the special military operation, fighting the spread of neo-Nazi and neo-fascist ideologies, as well as organising a film festival for patriotic documentaries.
The President instructed the Ministry of Culture, together with the Ministry of Education, senior government officials of the constituent entities of the Russian Federation, and the Committee of the Families of the Warriors of the Fatherland, with input from veterans’ organisations, as well as war veterans who took part in the special military operation, to provide for setting up public spaces, art sites, and school museums devoted to participants in the special military operation, who demonstrated courage, valour and heroism, and for holding school lessons on this topic.
