With a view to educating servicemen in the spirit of devotion to the Fatherland and to their military duties and taking into account the achievements of the personnel of the 389^th Special Operations Reconnaissance Facility, the President resolved to award the honorary name of “twice Hero of the Soviet Union Viktor Leonov” to the 389^th Reconnaissance Special Operations Reconnaissance Facility. From now on, it shall be referred to as the 389^th Special Operations Reconnaissance Facility named after twice Hero of the Soviet Union Viktor Leonov.
