Executive order abolishing Rosoboronpostavka and Rosoboronzakaz signed

Vladimir Putin signed Executive Order On Certain Matters of State Management and Oversight of State Procurement Orders for Arms, Military and Special Equipment and Goods.

The President signed the executive order abolishing the Federal Agency for Supplies of Arms, Military and Special Equipment and Goods and the Federal Service for Defence Contracts in the aim of improving state management and oversight of defence procurement.

The Interior Ministry, Emergency Situations Ministry, Foreign Intelligence Service, Federal Security Service, Federal Drug Control Service, Federal Guard Service, and Federal Penitentiary Service will be responsible for placing orders, signing contracts, carrying out payments, and overseeing and monitoring execution of state defence procurement orders.

The Russian Federation Government has been instructed to transfer the functions of the abolished Federal Service for Defence Contracts to federal executive bodies whose activities come under the Government’s responsibility.

The federal executive bodies taking over functions previously performed by the Federal Agency for Supplies of Arms, Military and Special Equipment and Goods, and the Federal Service for Defence Contracts are these agencies’ legal successors, including with regards to obligations arising from the enforcement of court decisions.

The relevant amendments have been made to a number of legislative acts.
