The State Duma and the Federation Council approved the Federal Constitutional Law on October 27, 2020, and November 3, 2020, respectively.

The Federal Constitutional Law regulates the status of the Government of the Russian Federation, the organisational and legal foundations of establishing the Government and its activities, and brings these aspects in conformity with amendments to the Constitution of the Russian Federation, as adopted by the Law on the amendment to the Constitution of the Russian Federation of March 14, 2020. In addition, the Federal Constitutional Law stipulates a new procedure for appointing members of the Government of the Russian Federation. This procedure aims to strengthen the role of both houses of the Federal Assembly of the Russian Federation. Moreover, the Federal Constitutional Law stipulates a procedure for dismissing Government members, a procedure for terminating the Government’s powers, including in connection with a no-confidence vote that may be passed regarding the Government of the Russian Federation by the State Duma of the Federal Assembly of the Russian Federation.

In elaboration upon provisions of the Constitution of the Russian Federation, the Federal Constitutional Law also formalises the authority of the Government of the Russian Federation in the areas of social security, protecting families and childhood, healthcare, cooperation with civil society institutions and in other areas.
