Federation Council formation procedure changed in accordance with the new provisions of the Constitution

Vladimir Putin signed Federal Law On the Procedure for Forming the Federation Council of the Federal Assembly of the Russian Federation.

The Federal Law changes the procedure for forming the Federation Council of the Federal Assembly of the Russian Federation in accordance with the new provisions of the Constitution of the Russian Federation.

According to Article 95 of the Russian Federation Constitution, the Federation Council of the Federal Assembly consists of senators of the Russian Federation and includes two representatives from each region of the Russian Federation (one from the legislative or representative government body and the other from the executive government body), the President of the Russian Federation who stopped exercising his powers in connection with the expiration of his term of office or before term in connection with his resignation (following a corresponding decision), and also no more than 30 representatives of the Russian Federation appointed by the President of the Russian Federation.

In accordance with the constitutional norms, the Federal Law sets forth the requirements to the citizens intending to exercise the powers of a senator of the Russian Federation, the provisions that have a constitutive effect with respect to the commencement and termination of powers of the Russian Federation senators, and defines the procedure for enforcing the right to exercise the powers of a senator of the Russian Federation by the President of the Russian Federation who stopped exercising his powers.
