Executive order aimed at countering corruption

Vladimir Putin signed Executive Order On Matters of Countering Corruption, which approves the procedure for distributing information on federal civil servants’ incomes, expenditures and property on government authorities’ websites and providing such data to national media.

In accordance with the Executive Order, the Labour and Social Protection Ministry has been instructed to approve within three months the requirements concerning publication and stuffing of anti-corruption sections of the official websites of the federal public authorities, as well as the Central Bank, Pension Fund, Social Insurance Fund and state corporations.

The heads of these agencies and organisations are required to identify the positions whose replacement will necessitate the publication of information on income, expenditures and property.

Information to be published on official websites and provided to national media shall include real estate and vehicles belonging to the civil servant, his/her spouse and minor children, and will specify the relevant annual income of the civil servant and that of his/her family members.

Also, information on the source of funds used to purchase property if the transaction amount exceeds the family’s overall income for the past three years shall be submitted.
