Explanations by Chief of Staff of the Presidential Executive Office on the Executive Orders on Procedures for Verifying the Fullness and Accuracy of Officials’ Income and Property Declarations.
Chief of Staff of the Presidential Executive office Sergei Naryshkin: President Dmitry Medvedev has signed two executive orders on procedures for verifying the fullness and accuracy of declarations made by federal civil servants and senior officials at state corporations and funds on their and their family members’ income and property.
In accordance with the orders’ provisions, state and government organisations’ human resources departments will set up divisions responsible for verifying these declarations and taking part in other corruption prevention measures. This will not involve any increase in staff.
Verification will be carried out selectively on the basis of written information provided by the law enforcement agencies, tax services, political parties’ executive bodies, national public organisations, and the Russian Federation Public Chamber. Anonymous information cannot serve as the basis for carrying out verification.
The human resource services can carry out verification on their own, or can send requests to the federal executive bodies empowered to carry out investigations. Based on the verification’s results, the human resources service shall inform the organisation’s head. If the verification reveals circumstances indicating that a crime or administrative breach of law has taken place, this information is passed on to the relevant state authorities. Based on the information received, the head of the state body can decide to dismiss the staff member in question, or, in the case of a candidate for appointment to the civil service, can decide not to appoint the individual in question.
One final point I want to bring to your attention is that these executive orders recommend that the regional and local authorities use them as guidelines in drafting the procedures for verifying the fullness and accuracy of income and property declarations of officials at regional and local level.
