The Federal Law introduces amendments to the Federal Law On Combatting Corruption that give the President of the Russian Federation the authority to determine the specifics of observing the restrictions, bans and requirements, as well as the performance of duties established by federal laws on countering corruption.

In addition, the Federal Law establishes a requirement for an individual holding a public position in regions of the Russian Federation to inform the competent government bodies of the facts whereby they were induced to commit a corruption related offense. Said individuals that have informed the competent bodies of such facts shall be eligible for state protection in accordance with the laws of the Russian Federation.
