Meeting of the Presidium of the Presidential Council for Countering Corruption

September 28, 2010, The Kremlin, Moscow

Chief of Staff of the Presidential Executive Office Sergei Naryshkin chaired a meeting of the Presidium of the Presidential Council for Countering Corruption.

The meeting discussed a number of topical issues regarding state anti-corruption policy, including progress in work to remove restrictions and administrative barriers for business, new measures to protect small and medium-sized businesses’ property rights, and work on establishing multipurpose centres providing state and municipal services to citizens and organisations.

The meeting discussed the work of commissions supervising the compliance by federal civil servants of codes of conduct in all areas of civil service and settling conflicts of interest.

The Council took action for the first time to enforce the powers of the commission on compliance with code of conduct by public officers and officers in certain federal civil service posts, as set out in a presidential executive order of July 1, 2010.

Following checks into the validity and completeness of information on income and assets submitted by Armed Forces Major General Viktor Gaidukov, in accordance with the Presidential Executive Order of September 21, 2009, the Presidential Council for Countering Corruption’s Presidium found that in submitting false information, Major General Gaidukov violated the code of conduct for civil servants.

A presidential executive order has been issued relieving Mr Gaidukov of his duties and dismissing him from military service.
