Vladimir Putin signed Federal Law On Amendments to Article 28 of the Federal Law on Non-Profit Organisations and the Federal Law on Procedures for Establishing and Using Endowment Funds of Non-Profit Organisations.
The Federal Law is aimed at implementing the Presidential Executive Order No. 455 of April 7, 2012 On Public Television in the Russian Federation.
To ensure the functioning of an independent, non-profit organisation being established by the Russian Federation to serve as the founder, editor and broadcaster of the Russian Public Television channel, the Federal Law makes it possible to set other formation procedures and terms of office for its administrators, as well as other governing bodies not covered by the Federal Law On Non-Profit Organisations, in the act of the Russian Federation Government on establishing such organisation and in the organisation’s charter.
The Federal Law also provides for the possibility of creating endowment funds of non-profit organisations, including through public fundraising and by using the income from such endowment funds, to ensure the operation of a mandatory free national television channel.
