Law defining the legal status of audiovisual services aimed at Russian consumers

May 1, 2017

Vladimir Putin signed Federal Law On Amendments to the Federal Law On Information, Information Technologies and Information Protection and Certain Legislative Acts of the Russian Federation.

The Federal Law defines the legal status of audiovisual services aimed at Russian consumers.

In particular, the Law defines the concept of ‘audiovisual service’ and sets restrictions on owners of audiovisual services. It also clarifies the ban on using audiovisual services to commit acts subject to criminal penalty, disclose state secrets or other confidential information, and spread material containing public calls to carry out terrorist activity or publicly justifying terrorism, other extremist materials, pornographic materials, and other information banned in Russia.

The Law’s requirements do not apply to audiovisual services providing access primarily to user content and search systems and information resources registered as online publications.
