Vladimir Putin signed Federal Law On Amendments to the Federal Law On Communication.
According to the Federal Law, communication services for transmitting data and providing access to the Internet telecommunications network in order to access domestic socially significant information resources will be provided to individual subscribers free of charge.
Domestic socially significant information resources include official websites of public authorities and local governments, official websites of state extra-budgetary funds of the Russian Federation and public and municipal services portals. Upon the decision of a governmental commission, other internet sites can be added to these information resources.
The Federal Law also establishes that only Russian legal entities can be the owners of communication lines crossing the state border of the Russian Federation.
