The President signed Federal Law On Amendments to the Code of Administrative Offences of the Russian Federation.
The Federal Law introduces administrative liability for the failure by a Russian telecom operator, using a foreign satellite system, to fulfil its obligation to create a Russian segment of such a system as part of a gateway to the public communications network, to ensure the management of this segment from the territory of Russia and (or) to pass traffic generated by user stations (terminals) on the territory of Russia through the gateway of a Russian telecom operator located in the territory of Russia.
