The President approved a list of instructions that concern determining the sole contractor for the procurement of certain types of communications services in 2024.
The Government of the Russian Federation was instructed to determine the sole contractor for the procurement by the Ministry of Digital Development, Communications and Mass Media in 2024 of services for state and municipal educational institutions, election commissions in Russian regions and territorial election commissions. As an additional condition for the execution of a state contract, the sole contractor will be required to use mainly Russian-made telecommunications equipment.
The Government was also instructed to take exhaustive measures to remedy the situation with regard to the substandard performance by sole contractors for the procurement of certain types of communications services in 2022–2023, of their obligations under the relevant state contracts (the violations identified during the audit of the effective spending of budgetary appropriations by the Accounts Chamber of the Russian Federation), and to prevent such a situation in the future.
The Accounts Chamber of the Russian Federation was instructed to conduct an audit of the effective spending of federal budget allocations for the procurement of such services by the Ministry of Digital Development, Communications and Mass Media in 2024.
